Capital Social y participación ciudadana en Políticas Sociales: el caso de México 2000-2006

Abstract

En esta tesis se analizan las relaciones entre los programas sociales, la Participación Ciudadana y el Capital Social, como orientaciones de las políticas sociales del gobierno federal mexicano en el período 2000-2006, a partir de las siguientes preguntas: ¿el diseño de los programas sociales del gobierno federal mexicano, estimula la Participación Ciudadana en la política social?, y ¿el Capital Social presente en las comunidades donde se implementan los programas sociales, es un factor significativo en el alcance de la Participación Ciudadana en la política social? Dicho tema se enmarca en el conjunto de cambios observados en latinoamericana, relativos a la política social, comprendida como cursos de acción públicos tendentes a la distribución de recursos para la realización de los derechos sociales, generados entre el Estado, la Sociedad y el Mercado, para la producción del bienestar social.In this thesis it´s analized the relationship between social programs, Citizenship Participation and Social Capital as orientations of the social policies of the Mexican Federal Government in the period between the years 2000-2006, parting from the following questions: The design of the social programs of the Federal Government in Mexico stimulates Citizenship Participation in social policy? And is the Social Capital that is present in the communities where the social programs were implemented a significant factor in the range of Citizenship Participation in social policy? Said topic is framed in the group of changes that were observed in Latin America, relative to the social policy, understood as courses of action present in the communities where the social programs are implemented that tend to the distribution of resources for the realization of the social rights, generated between the State, Society and the Market, for the production of social welfare.Programa de doctorat en Ciències Polítiques i Socials
