This dissertation critically explores the complex dynamics of foreign aid, integrating theoretical frameworks such as dependency theory and globalisation studies to illuminate historical and contemporary issues. It addresses the inherent tensions between developmental objectives and geopolitical strategies, critiques of Western development models, and the emerging discourse on decolonising aid practices. A significant focus is placed on the role of key actors in the development landscape, particularly China, whose growing influence poses a challenge to traditional Western approaches through initiatives like the 'New Silk Road`. The analysis is grounded in Sustainable Development Goal (SDG) 17, and target 17.2, assessing US performance on relevant indicators and the broader trend of declining multilateral commitments. The evolution of US foreign aid policies is traced across different administrations, highlighting the dismantling of USAID during Trump's second term and its implications for both international development and US global influence. The thesis presents five potential scenarios for the future of US foreign aid, ranging from a restoration of USAID to a complete withdrawal from international development efforts. Each scenario is evaluated for its strategic feasibility and implications for global development. Ultimately, it argues that for the US, the most beneficial scenario is one restoring leadership in global development through reinstating and reforming aid frameworks to align with SDG 17.2 targets while countering China's influence, advocating for reforms that align aid frameworks with the realities of a multipolar world while prioritising equity, collaboration, and sustainability in global development efforts.Descripció
