Departament de Ciències Polítiques i SocialsThe research-action project REACT: Research-Action against Antigypsyism and Anti-Muslim Discrimination: An Intersectional Approach to Deconstruct Institutional Racism in Schools addresses the links between institutional racism and educational inequalities. We know that there are alarming differences between native origin and minority students in terms of educational failure, but little of the underlying causes behind this worrying reality. REACT inquires whether experiences of racist attitudes and unconscious biases affect the motivation of racialized youth in secondary compulsory education, with specific emphasis on those who identify as Roma or Muslim. The overarching aim is to deconstruct prejudices and promote an anti-racist education system.

Departament de Ciències Polítiques i SocialsAquest treball examina l'ús excloent que les ciutats catalanes fan del padró municipal d’habitants per evitar que les persones immigrades en situació d'exclusió residencial puguin obtenir la condició de veí, fet que vulnera la normativa estatal i que posa en qüestió la narrativa identitària de Catalunya, en tant que el seu govern autonòmic situa la immigració, la pluralitat i la diversitat com a elements constitutius nacionals. La utilització del registre administratiu com a instrument de selecció poblacional és una política local d’exclusió que priva de l’exercici dels drets a la població en situació de major vulnerabilitat i que alhora genera tensions entre administracions. Això succeeix, principalment, tant entre els municipis i el govern estatal i autonòmic, com entre ciutats, especialment a l’àrea metropolitana de Barcelona, on els municipis veïns desvien part de la població no desitjada cap a la capital. A partir d’entrevistes a membres de l'Administració local i autonòmica, funcionaris locals, Síndics de Greuges locals i membres d'organitzacions de la societat civil, aquest treball analitza quins són els incentius i els desincentius que tenen les ciutats per complir la normativa i empadronar les persones immigrades en situació d’exclusió residencial del seu municipi i les possibilitats que un abordatge supramunicipal del padró pot generar per redreçar l'accés diferencial de les persones immigrades als seus drets, enmig d’un increment de la segregació urbana i polarització social a escala supramunicipal.

Departament de Ciències Polítiques i SocialsThis policy brief is based upon the results of our project AGREP which we implemented in collaboration with FAGIC (The Federation of Roma Associations in Catalonia), with the support of the OND (Barcelona City Council’s Office for Non-discrimination) as associate partner. Its main objective was to improve our knowledge about the forms of discrimination that affect Roma people in the Barcelona area, and develop efficient tools in order to facilitate reporting and intensify the fight against antigypsyism. We found that experiences of discrimination seriously affect Roma people’s everyday lives and limit both their real and perceived opportunities to take part of society on equal terms with non-Roma citizens. Moreover, we found that these experiences are often normalized also by the Roma, and that there is little trust in measures against it being efficient, which represented a main challenge throughout the project. In this policy brief, we first present the main results of our project, and then suggest a series of policy actions intended to prevent antigypsyism at a broad level through mainstreamed training and awareness-raising, complemented by improved tools and routines for reporting and denunciation.

Departament de Ciències Polítiques i SocialsThis article is an effort to broaden our understanding of the ways in which schools can foster family trust in an intercultural context. In schools with diversity, misconceptions between schools and families, especially immigrant ones, regarding the behavior, responsibilities, roles and the expectations of family involvement, can cause mistrust. Research in Spain has indicated the problematic relationship between immigrant families and the school as well as lack of social cohesion between immigrant and native families that can result of this in highly diverse schools (Garreta, 2008, 2009; Carrasco et al., 2009). Based on the fieldwork in five public primary schools in the city of Barcelona and in-depth interviews with education professionals and parent association representatives, I summarize their views on immigrant family-school relations and provide recommendations for enhancing school family relations and trust in an intercultural context.

Item type: Item , Promoting realistic expectations: Roma inclusion in the Catalan education system(Universitat Pompeu Fabra. Departament de Ciències Polítiques i Socials, 2018) Hellgren, Zenia; Gabrielli, LorenzoThis policy brief is based upon the results of our project Vakeripen, which we implemented in collaboration with the Roma associations Fundació Privada Pere Closa and Rromane Siklovne, with the support of the City Council of Barcelona as associate partner. Its main objective was to promote inclusion in education of Roma children in Barcelona through dialogue between schools and Roma families. We found that the Roma families, contrary to common perceptions, did not have low expectations on the education of their children, but that the realisation of these expectations was often hampered by factors as their lack of resources and overall vulnerable situation. Among the schools, in turn, we found that the expectations on the educational outcomes of Roma pupils were overall low, and that teachers often felt frustrated because they perceived that the Roma families were not enough involved or interested in the education of their children. Overall, we found that there is a great need to improve the communication and mutual understanding between schools and families, in order to work together for the same objective: the educational success of Roma children and youth. In the brief, we first present the main results of our project, and then suggest a series of policy actions that we believe could potentially improve Roma inclusion in education.
Item type: Item , Transnational diaspora entrepreneuship: the case of Moroccans in Catalonia(Universitat Pompeu Fabra. Departament de Ciències Polítiques i Socials, 2018) Gabrielli, Lorenzo; Franco-Guillén, NúriaThis paper is based on empirical research performed in Catalonia in the framework of the international research project DiasporaLink, which analysed the links between transnational diaspora entrepreneurship (TDE), migration and development. In this paper, we focus on the case of Moroccans immigrants in Spain and especially in Catalonia, in order to understand the role that different actors play in fostering or not transnational entrepreneurship of Moroccan diaspora. In order to structure the field research, as well as the further analysis, we have defined three levels of action: a macro-level, a meso-level, and a micro-level. The methodology is based on a field research conducted through in-depth interviews with macro- and meso-level actors in Catalonia, complemented by a bibliographic research on existing political frameworks and initiatives facilitating TDE activities. Our findings suggest that little TDE takes place between Morocco and Spain despite the countries’ geographical proximity. The paper reflects on socioeconomic and political factors, among others, to explain why this is so.

Experts from Canada, Portugal, and Sweden, along with the Catalan Government, the Public Diplomacy Council of Catalonia, and Pompeu Fabra University came together to discuss best practices and challenges, with the goal of strengthening the design and implementation of policies and strategies to improve the situation of refugees in Catalonia.

Departament de Ciències Polítiques i Socials, 2017-06) Gebhardt, Dirk; Zapata Barrero, Ricard; Bria, Vittoria EmanuelaThe aim of this study is to explore on the ground the trajectories of young children of diverse origin in the city of Barcelona. As main source of information, in-depth biographical interviews were conducted with 10 young sons and daughters of immigrants living in Barcelona who were born here or came as children. At the present time, where a large number of the sons and daughters of immigrants in Barcelona "comes of age" as a demographic effect of the pronounced arrival of international immigrants starting in the late 1990s, this study asks the young protagonists how they are, and how has been their trajectory up to here. Their selfdiagnosis is seen as an indicator of the degree of inclusiveness of the city and its institutions towards cultural diversity. Departament de Ciències Polítiques i Socials, 2016-01-18) Zapata Barrero, RicardEl objetivo básico de este Informe es definir un enfoque de ciudadanía/ncultural susceptible de ser aplicado a la población joven inmigrante del/nbarrio del Raval en Barcelona, incluyendo al final una serie de/nrecomendaciones destinadas a las administraciones y a las entidades/nsociales. Identificamos dos instituciones básicas tradicionales que/nsustentan el proceso complejo de socialización: la escuela y la familia./nConsideraremos que la franja de tiempo de regreso a casa, que va de la/nescuela a la familia es un espacio clave de intervención política y social./nLos espacios públicos culturales de interacción de esta población serán/nconsiderados como espacios de sociabilidad. Asimismo consideramos la/ncultura como un medio básico de expresión de los jóvenes y, por lo tanto,/nun canal clave para articular estratégicamente este fomento de interacción./nPotenciar el vínculo de los jóvenes con la cultura será, pues, el medio/ncentral para delimitar el enfoque de ciudadanía cultural./nPero, ¿Por qué la cultura es un recurso estratégico que requiere atención/npolítica y social? ¿Por qué la participación cultural es importante en la/nformación de la ciudadanía en los jóvenes? La respuesta es porque el/ncapital cultural contribuye al capital social (confianza y cohesión), y esta/nadquisición de capital es fundamental para la ciudadanía cultural,/nespecialmente si se considera que las actividades culturales son un/ncomponente de socialización y de formación de la ciudadanía,/nespecialmente en contextos de riesgo de exclusión social. Uno de los/nargumentos que articula las recomendaciones finales es que para crear este/nsistema de Ciudadanía Cultural es necesario trabajar una estructura de/noportunidades culturales. También que una de las bases de la/nparticipación es que tanto los jóvenes y sus familias, como las entidades/ndel barrio y las administraciones que trabajan en el barrio tengan una/ncultura de la diversidad, basada en el principio que la diversidad es una/nventaja que fomenta la innovación, la creatividad, el sentimiento de/nidentidad residencial, y el desarrollo del barrio. Asimismo, una de las/nestrategias para fomentar esta cultura de la diversidad es la/ninterculturalidad, basada en la idea de que la interacción positiva reduce/nlos estereotipos y los prejuicios, y fomenta la información y el/nconocimiento mutuo./nEsperamos que este informe sirva de estímulo para promover discusiones/ny ayude a generar criterios para proyectos culturales en barrios donde los/nespacios públicos a veces en lugar de ser espacios culturales de interacción,/npueden generar incertidumbres, conflictos generacionales, y riesgos de/nexclusión social.

Esta situación intermedia es incómoda si permanece en el tiempo ya que no acaba de mostrar sus distancias y proximidades con otros paradigmas de gestión de la diversidad, pero tampoco ofrece argumentos objetivos empíricos que acaben por proporcionar legitimidad política a sus objetivos./nConsciente de esta situación, este estudio busca centrarse en la Gobernanza de la Interculturalidad, ofreciendo un Índice que pueda ser usado tanto por las/nciudades para ayudarles a trazar sus orientaciones, como por académicos que permitan destacar variables e hipótesis significativas.

This Handbook defends the strategy of interculturality as a public political approach, based on a way to interpret interculturality as a positive resource, as a public cultural and a collective good. It is an approach that promotes the equitative interaction as a way to generate a cohesive common public space. This Handbook provides the reader with the conceptual and practical instruments to help (and inspire) those territories which would like to integrate interculturality as an urban project.It aims to serve as a ground for discussion to jointly work in local administrations and other government levels, fororganizations and institutions, as well as for cultural, political and citizens collectives. Results are presented asan action by the Red de Ciudades Interculturales (RECI), within the Intercultural Cities framework by the Councilof Europe, with the collaboration of Obra Social "La Caixa".

Se trata de una orientación quepromueve la interacción equitativa como base para generar un espacio público común cohesionado.Este Manual proporciona instrumentos conceptuales y prácticos para ayudar (e inspirar) a aquellas ciudades que quieran incorporar la interculturalidad como proyecto urbano. Aspira a ser una base de discusión para trabajar conjuntamente en administraciones locales y otros niveles de gobierno, para instituciones, colectivos asociativos, políticos, culturales.Se presentan los resultados de una acción de la Red de Ciudades Interculturales (RECI), en el marco del programa Intercultural Cities del Consejo de Europa, con el apoyo en España de la Obra Social “La Caixa”.
