Abstract

The doctoral thesis City Networks in Global Governance: Practices, Discourses and Roles analyses the implications of the revamping international activism of cities for global governance. The central argument is that the contribution of city networks to global governance can be appraised based on the diplomatic practices they perform and the discourses they produce, reproduce and promote. The first part provides a historical, conceptual and theoretical overview of the ecosystem of city networks and its leading organizations (UCLG, ICLEI, C40). It further conceptualizes city networks as a distinct type of global actor. The second part formulates an analytical framework to appraise the practices of city networks and tests it using the case study of the 2030 Agenda. The third part investigates the context (discursive sites) and content (discursive frames) of the discourses produced and disseminated by city networks, as well as their normative contribution and implications for global governance.
La tesi doctoral City Networks in Global Governance: Practices, Discourses and Roles analitza l’impacte de l’activisme internacional de les ciutats per a la governança global. L’argument central és que la contribució de les xarxes de ciutats a la governança global es pot estudiar a partir de les seves pràctiques diplomàtiques i dels discursos que produeixen, reprodueixen i promouen. La primera part ofereix una visió històrica, conceptual i teòrica de l'ecosistema de les xarxes de ciutats i de les principals organitzacions que el conformen (CGLU, ICLEI, C40). A més, conceptualitza les xarxes de ciutats com un tipus diferenciat d'actor global. La segona part formula un marc analític per avaluar les pràctiques de les xarxes de ciutats i el valida mitjançant l'estudi de cas de l'Agenda 2030. La tercera part investiga el context (llocs discursius) i el contingut (marcs discursius) dels discursos de les xarxes de ciutats, així com la seva contribució normativa i implicacions per a la governança global.
